Introduction of a web site (TEAM) for capacity building of the Korea Customs Service (KCS)

The KCS launched a web site 'TEAM' (November 2015) dedicated to capacity building programs in order to facilitate convenience for participants. 'TEAM' is an acronym for Together, Everyone Advances More!
This presents a direction the KCS needs to move forward in capacity building programs for developing countries.
In other words, it aims to learn, share, experience together through capacity building programs and not only the participants in the programs but also everyone involved can progress and move forward.
It also implies that customs authorities in different countries are a team within a larger frame. Reflecting this, the KCS has decided on the address of the web site (URL) to be https://hrd.customs.go.kr/rtckorea/main.do.
The web site has useful materials for participants in capacity building programs such as introduction to the individual capacity building programs, photos of participants in each program, presentations, e-textbooks for lectures, and general introduction to Korea.

Development of Korea's Official Development Assistance (ODA)
Korea was one of the world's poorest countries in the 1950s and has developed on the basis of assistance received from many countries. As a result, in 1996 Korea joined the Organisation for Economic Co-operation and Development (OECD) and in 2000 Korea was excluded from the Development Assistance Committee (DAC) list of ODA recipient countries and became an exemplar. Korea launched its ODA in order to repay the international assistance once Korea received and contribute to addressing global issues. In 2010, Korea joined the OECD DAC and now provides support to other countries. Between 2009 and 2014, the ODA of OECD DAC members has increased by 2.3% on average annually. Within the same period of time, Korea's ODA has increased by 17.8% on average annually and it is the highest increase rate among the OECD DAC members.
Capacity Building Programs of the KCS
The KCS actively supports modernization of clearance environment and capacity building for developing countries.
The KCS, as of August 2015, has conducted 185 seminars for 2,995 customs officials from developing countries since 1993.

Capacity building programs of the KCS are expanded to more regions from Asia and Pacific to Africa and Latin America recently.
The participants have extended from working-level to high-level customs officials.
Contents of the programs also broke away from the previous lecture style of teaching by rote to give more opportunities for participation to participants in order to share experience of participating countries. Moreover, activities for the programs also improved by including field experiences such as visits to customhouses and companies.
The KCS also conducts a survey to identify the satisfaction level of all participants on the capacity building programs at the end of every program. The results of the surveys are reflected to improve and develop the programs.
CHRDI of the KCS
Most of the programs are carried out at the CHRDI (Customs Human Resources Development Institute) of the KCS.
CHRDI is designated as the WCO RTC (Region Training Center) and is utilized as a capacity building training center for customs officials from developing countries.
The Center has a Customs Field Training Complex where trainees can experience actual customs field work in the area of clearance such as passenger clearance at airports and ports as well as classification for automobile parts.
The KCS will continue to share our experience in successful customs administration towards global trade facilitation and further strive and participate to make more contribution to the global community.
